Wilson and George L. Kelling.\u00a0Wilson passed away a few days ago &#8211; <a href=\"http:\/\/www.nytimes.com\/2012\/03\/03\/nyregion\/james-q-wilson-dies-at-80-originated-broken-windows-policing-strategy.html?pagewanted=1&amp;_r=1\">read his obituary here<\/a>\u00a0&#8211; a very able academic, he clearly led a fulfilling and stimulating life. \u00a0<img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"margin: 5px;\" title=\"James Q. Wilson\" src=\"http:\/\/cdn2.dailycaller.com\/2012\/03\/James-Q-Wilson-300x174.jpg\" alt=\"\" width=\"300\" height=\"174\" \/><\/p>\n<p>The original Broken Windows theory was laid out in March 1982 <a href=\"http:\/\/www.theatlantic.com\/magazine\/archive\/1982\/03\/broken-windows\/4465\/?single_page=true\">in this landmark article in Atlantic Monthly<\/a>\u00a0and it is still a compelling read. \u00a0If you have less time, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Broken_windows_theory\">here&#8217;s the wiki<\/a>\u00a0and for balance, here&#8217;s \u00a0<a href=\"http:\/\/www.cjcj.org\/files\/shattering.pdf\">some disagreement<\/a>\u00a0from an NGO. Broken Windows posits that the &#8220;fear of crime&#8221; which is all too often derided by some crimefighters is actually rationally grounded in the connection between disorderliness and urban and social decay.<\/p>\n<p>1982 &#8211; 30 years ago &#8211; of course was a different world. Spray painting graffiti really hadn&#8217;t quite taken off and I do sense there are many fewer actually broken windows than back then, especially in the UK. Both the UK and the USA were then coming out of recession, downsizing manufacturing and ex-factories and businesses with broken windows were frequent sites. Since then, there&#8217;s been a lot of urban renewal and in the UK, we brought in Anti-Social Behavioural Orders which went some way to addressing low-level non-criminal offences which nonetheless created a fear of crime and came at a cost to the local community.<\/p>\n<p>So I would argue that graffiti is today a much better indicator of urban and social decay as it is so much more prolific than broken windows.
